The instructions to the Government concern the use by the public of buildings and structures other than main pipelines, located within a minimum distance of main pipelines; a list of retail items on sale subject to disposal after expiration, as well as promotion of their full recycling; reclamation of solid household waste landfills and other waste disposal sites and restoration of the environment after such sites are taken out of operation.
The Government was instructed to develop proposals on granting the Emergencies Ministry additional authority regarding control over regional executive authorities in delivering aid to people affected by emergencies.
