The President has instructed to ensure the full implementation of the measures to remove the consequences of the negative impact of the Baikalsk Paper and Pulp Mill waste on the environment, and that the financing of these measures be provided for by the federal budget. The President also issued instructions to consider the extension of the period for implementing the federal targeted programme on the preservation of Baikal Lake and the social and economic development of the Baikal natural area.
In addition, the document specifies the necessity for creating firebreaks and the banning of any construction thereon to ensure fire safety in towns and villages. The Russian Prosecutor General’s Office has been tasked with considering the legality of activities that have a negative environmental impact on the Baikal natural area.
