The Government has been instructed to draft federal laws dealing with regional passenger traffic, passenger train traffic subsidies and establishing economically sound passenger traffic rates and to submit them to the State Duma.
Instructions to the Government also call for amending legislation so as to regulate comprehensive transport services to the population and to draft a range of measures stipulating liability for illegal activity in the area of passenger traffic involving motor vehicles.
The Government has also been instructed to amend the Urban Development Code of the Russian Federation so as to define transport planning as a priority measure during the drafting of territorial planning documents at all levels.
Instructions to the Government also deal with various aspects of organising passenger traffic by all types of transport.
The Government and executive agencies of Russian regions have been instructed to submit proposals on using the mechanism of public control over passenger transport quality.
