The Government has been instructed to draft, as part of the 2012–2020 state programme on environmental protection, a separate subprogramme establishing an industry on closed cycle solid municipal waste management, providing financial sources for the corresponding measures as well as setting target indicators of the annual reduction of waste burial and increase of solid municipal waste disposal to achieve the best international standards.
Instructions to the Government together with the heads of the highest executive bodies in the Russian regions also call for drafting territorial waste management schemes, developing a unified federal waste account information system and taking measures to develop environmental culture as well as motivate the population to participate in separate waste collections and to use recyclable containers and packaging.
Separate instructions on waste management have also been issued for the Accounts Chamber, Rosprirodnadzor [Federal Service for Supervision of Natural Resources], Rospotrebnadzor [Federal Service for the Oversight of Consumer Protection and Welfare], Ministry of the Interior and the Prosecutor General’s Office.
