Instructions to the Government of the Russian Federation concern, in particular, assessing the expediency of assigning a mandatory public television channel for each municipal area; determining liability for various types of offences in the sphere of industrial and household waste management; ensuring the technical capability to receive the signals of mandatory public television and radio channels for people living outside the terrestrial television zone and for low-income families; and providing support for the media outlets specialising in products for children and youth.
The Government of the Russian Federation, together with the Government of the Kaliningrad Region, is instructed to draw up proposals for the creation of a multifunctional cultural centre.
The Government of the Russian Federation, together with the Russian Union of Journalists, is instructed to consider the possibility of adopting additional legislation stipulating compensation for harm to the life or health of a journalist during business trips in areas of armed conflict and other hostilities.
