The Government has been instructed to introduce amendments to laws to determine the substitutability of medicinal products for human use and to set up an integrated specialised federal e-commerce platform for the purchase of medicines based on the information and analysis system for monitoring the acquisition of these medicines for federal and municipal purposes.
The Healthcare Ministry is to work with the Federal Anti-Monopoly Service to prepare and ensure the implementation of an action plan for 2018–2021 to determine the substitutability of medicinal products for human use.
The Healthcare Ministry is also to prepare and ensure the implementation of a plan to connect the regional databases of pharmaceutical benefits to the unified state healthcare information system.
The Healthcare Ministry and the Federal Anti-Monopoly Service have also been instructed to regulate the prices of certain types of medicinal products for human use.
