As per the list, the Government is to draft amendments to the legislation to ensure that goods and services are purchased for state needs as inexpensively as possible and to regulate relations with providers.
To enhance the efficiency of budget spending and to monitor the quality of services, the Government has been instructed to introduce a unified electronic document management system.
The Government and both chambers of the Federal Assembly are to discuss amendments to the law on state procurement by April 1, 2019. By the same date, the Prosecutor General’s Office must conduct an inspection of compliance with the relevant laws by federal executive authorities and the use of standard state procurement contracts by the contracting parties.
