Instructions to the Government stipulate the creation of a mechanism for assessing the influence of chemical and bacteriological constituents on health with due regard for the WHO guidelines for drinking-water quality. The Government is also to improve the quality of drinking water in rural areas to urban standards.
Instructions to the regional executive bodies concern monitoring the compliance of drinking-water quality with the approved safety and quality standards, as well as the full implementation of related investment and production programmes, primarily concerning correspondence between the actual expenditure and the investment obligations that have been included in tariffs.
The Construction Ministry, the Federal Anti-Monopoly Service and the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) are to ensure the coordination of these measures and to submit an effectiveness report and proposals on improving the quality of drinking water and the tariff policy in this sphere.
Separate instructions were also issued to the Presidential plenipotentiary envoys to the federal districts and to the Prosecutor General’s Office.
