The Government of the Russian Federation, together with the heads of the executive bodies of Russian regions, received instructions to improve the living conditions of the population and promote housing construction by 2024 under the Housing and Urban Environment national project.
The instructions concern, in particular, the provision of housing to citizens with low income while ensuring it is preserved as public property; the formation of land plots for individual housing construction and the commissioning of over 40 million square metres of such housing per year by 2024; investment programmes on electricity, gas and heating; maintaining the architectural appearance of apartment buildings and the quality characteristics of residential premises.
The Prosecutor General’s Office, together with the Ministry of Construction and the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor), were instructed to conduct a comprehensive audit of regional and municipal executive authorities’ compliance with the law, while monitoring the quality of constructed residential buildings.
