Instructions to the Government concern, in particular, the construction of corporate housing for participants in the County Doctor and County Teacher programmes; the use of federal budget subsidies allocated to the regions for buying medical equipment for families, as well as medicine, including painkillers; attracting investment to finance the preservation, maintenance and use of facilities on the Unified State Register of Cultural Heritage Sites of the Russian Federation; implementation of improvement projects in towns and villages; provision of housing for orphans and children left without parental care.
Instructions to the Government also pertain to ensuring the digital broadcasting of regional/municipal television channels; improvement of legislation on protection of children from information harmful to their health and development; taking into consideration public opinion and ensuring compliance with public control procedures during the construction of waste (including solid municipal waste) disposal sites.

Recommendations for the heads of supreme bodies of executive authority in the regions provide for organising, together with local governments, the monitoring of media outlets in order to identify reports on infringements on Russian laws as well as on the rights, freedoms and legitimate interests of citizens. In addition to this, they are to create a mechanism for taking effective measures to cut short such infringements.
