The Government received instructions to ensure the complete cleanup of flood damage in Irkutsk Region. In particular, the instructions stipulate deadlines for compiling lists of all affected residents (August 1), paying compensation in full (August 10), estimating damage (September 1), and approving a plan for providing the affected residents with accommodation and social facilities, including schools by the beginning of the new academic year (August 15).
Instructions to the Government also concern placing restrictions on the construction of housing, utilities and social infrastructure in flood-prone areas, monitoring forest management, and exposing and preventing violations (mainly illegal tree felling and logging), including by means of GLONASS, satellite imagery and other technologies.
The Presidential Executive Office was instructed to ensure that the State Council holds a meeting to discuss forest management, including measures to prevent violations in this industry.
The Government and regional government bodies were instructed to take an inventory of hydraulic facilities and develop a system for regularly monitoring and assessing their condition and overseeing their operation.
The Government of Irkutsk Region received separate instructions.
Additionally, regional government bodies were instructed to map flood-prone areas in their respective regions and to make respective changes to land-use planning documents and the State Register of Immovable Property.
