The Government of the Russian Federation, together with the highest regional bodies of executive power, was instructed to ensure the drafting of the Sport in Rural Areas subprogramme, which is part of the Development of Physical Culture and Sport state programme, and to establish standards for the provision of sports facilities.
Instructions to the Government concern major repairs of sports facilities; establishing school and student sports clubs by 2024 and ensuring their participation in sports competitions; creating a standard digital methodological and information resource for physical fitness, sport and sport medicine with consideration for advanced international experience; organising physical fitness and sports activities in residential areas and in organisations with various forms of ownership; building pre-fabricated and low-budget sports facilities, including swimming pools, and promoting a healthy life style.
In addition, the instructions concern, in particular, the improvement of the organisation and holding of sports competitions in Russia; possibility for foreign citizens to take part in the Presidential Contest national school student sports competitions and the Presidential Sports Games national school athletic competitions; holding of sports competitions among the members of BRICS, the Shanghai Cooperation Organisation, the Eurasian Economic Union and other international associations of which Russia is a member.
The Government was also instructed to determine, together with other related organisations, a list of future bids by the Russian Federation for the right to host international sports competitions until 2030, including the World Urban Games and the World Martial Arts Games in 2023, the World Summer Gymnasiade in 2024, and the Rugby World Cup in 2027.
Recommendations to the regional executive bodies, in cooperation with local government bodies, concern engaging senior citizens in regular physical fitness and sports exercises. All municipalities were instructed to compile long-term programmes for the development of physical fitness and sport. Regional centres for identifying, supporting and developing sports talent among children and young people were instructed to carry out sports-related educational programmes. The authorities are also to ensure that people have access to regional and municipal sports facilities, and that there are adequate bike lanes for cyclists with due account for international experience and the Russian climate.
The State Duma, together with the Government, was advised to make certain amendments to national legislation on physical fitness and sport.
The Presidential Executive Office was instructed to ensure preparations for and the organisation of a meeting of the Presidential Council for the Development of Physical Culture and Sport on the results of implementing strategic and programme documents on physical fitness and sport and a draft strategy for the development of physical fitness and sport until 2030.
