Instructions to the Government of the Russian Federation cover various aspects of implementing regional programmes for upgrading primary care, in particular, referring to respective federal subsidies to the regional budgets; applying sanitary requirements in building and upgrading medical facilities; tenders and auctions on purchasing medical consumables and medications, medical equipment and its maintenance; construction and repairs of regional, inter-municipal or local roads to medical facilities as well as providing medical organisations with an ambulance fleet.
Instructions to the Government and regional executive bodies refer, in particular, to federal and regional budget allocations in the amount of at least 550 billion rubles (up to 2024 inclusive) on primary care infrastructure development; improving document circulation in healthcare, including medical e-documents; providing medical staff with employer-rented housing, including within the Housing and Urban Environment national project.
The Healthcare Ministry of the Russian Federation together with regional executive bodies were instructed to analyse the actual need of the regions for air ambulance flights and submit proposals on redistributing federal budget subsidies between the regions allocated for purchasing aviation works to render medical aid to citizens (specialised ambulance service).
An instruction to the Healthcare Ministry and the State Council working group on Healthcare concern improving the mechanism of mutual settlements between territorial funds of compulsory medical insurance for covering expenses incurred when providing medical aid to citizens outside the region of their permanent residence.
A number of instructions were given to the Healthcare Ministry, Finance Ministry, Ministry of Economic Development, Ministry of Labour and Social Protection, Ministry of Education, Ministry of Construction and Housing and Utilities in accordance with their areas of activity.
Regional executive bodies were recommended to introduce the experience of general practice in the constituent entities of the Russian Federation with account of socioeconomic conditions, natural environment and climate of each particular region, and also to increase the number of doctors trained as General Practitioners.
The Presidential Executive Office was instructed to submit proposals to be reviewed by the Government of the Russian Federation on increasing the accessibility and quality of medical aid, as drafted by top officials of the Russian Federation constituent entities.
