The Government of the Russian Federation was instructed to submit a draft of the Russian Federation state policy guidelines regarding the development of local self-government until 2030.
In addition, the Government was instructed to ensure the creation of a single information analytical system for monitoring the implementation of the national projects at the federal, regional and municipal levels and the integration of the system into respective government and ministerial information systems. Another instruction refers to establishing coordinating bodies (offices) at the federal, regional and municipal levels to ensure the construction, renovation and major repairs of facilities, including under the national projects and state and municipal programmes, and engaging in the work of these offices representatives of the executive and local self-government bodies, natural monopolies, resource suppliers, network organisations, and regulatory and law enforcement agencies.
A number of instructions to the Government are also related to the implementation of the national projects. They cover, in particular, planning, building and launching capital facilities; involving local self-government bodies in the implementation of regional projects to reach the targets of the respective national projects; and promoting regional housing construction programmes within the Housing federal project, a part of the Housing and Urban Environment national project.
The remaining instructions to the Government concern using a single digital platform operating on the one-stop-shop principle and offering a feedback mechanism to review requests from citizens sent in electronic format; increasing the funding for cultural and recreational facilities in rural communities, including for renovation and repairs; engaging municipal entities in international and foreign economic activities; and establishing a legal framework for participatory budgeting as an additional mechanism for resolving local priority issues.
The Government was also instructed to consider the issue of establishing an international university of municipal and regional development.
A number of instructions relating to local self-government were given to the Government jointly with various agencies and the Presidential Executive Office.
The Foreign Ministry and Rossotrudnichestvo [Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation] together with national associations of municipalities were instructed to assist in the work of the Russian delegation at the Congress of Local and Regional Authorities of the Council of Europe, including the involvement of municipalities in the European Local Democracy Week, to facilitate relations between sister cities and promote inter-municipality cooperation at the international level in line with the foreign policy of the Russian Federation .
