Instructions following meeting on transport industry development

The President approved a list of instructions issued following a meeting on transport industry development that took place on May 7, 2020.

The Government was instructed to include railway passenger operations and inland water-borne transportation on the list of the Russian economy sectors most affected by the spread of the novel coronavirus (COVID-19).

The Government was also instructed to include measures on developing transit container shipments and recovery and stimulation measures for domestic and inbound tourism in the national action plan to restore employment and personal income, and to ensure economic growth and long-term structural changes in the economy.

In particular, the instructions to the Government focus on maintaining the measures already planned for developing the transit infrastructure and upgrading fleets; budgetary subsidies for the Russian airports affected by the drop in passenger travel; budgetary subsidies for supporting Russian shipping companies involved in sea and river cruise operations and bound by contracts with Russian leasing companies; and budgetary subsidies for transit container shipments through Russian territory.

The Government was also instructed to allocate resources from the National Welfare Fund for the Baikal-Amur Mainline and Trans-Siberian Railway infrastructure projects; to amend the legislation that regulates electronic visa issuance for foreign nationals and entry to the Russian Federation on this type of visa; to stimulate coal shipments for export via ports in northwestern and southern Russia; and to build a special economic zone in Astrakhan Region near the Olya sea port.

The President issued several instructions that the Government should fulfill in cooperation with the Russian Union of Industrialists and Entrepreneurs and the Bank of Russia.

Several instructions are to be fulfilled by the Ministry of Transport in cooperation with the Federal Supervision Service for Consumer Protection and Welfare and the Foreign Ministry.

Several instructions to the Government, to be fulfilled in cooperation with regional executive bodies, concern transport taxes and the recovery of the domestic tourism industry.
