Instructions to the Government of the Russian Federation concern financial support for people who lost their jobs, including those who have underage children, as well as self-employed who closed their business after March 1, 2020 and registered as unemployed.
The Government has been instructed to take measures to improve the performance of employment service bodies as regards upgrading the quality of their work and providing e-services, including the use of the information and analytical system of the Work in Russia national vacancies data base.
The instructions also concern, among other things, professional retraining of the unemployed; support for backbone companies in single industry cities; introduction of amendments in labour legislation aimed at upgrading distance forms of working; and the development of digital technology in labour relations.
The Government has been instructed to continue monitoring, in cooperation with the governors of the regions of the Russian Federation, the labour situation in the regions and ensure the adoption of prompt decisions based on the results.
The Ministry of Labour and Social Protection has been instructed, together with the Ministry of Education and Science, Ministry of Finance, regional governors of the Russian Federation and with the participation of employer associations, to ensure the drafting and implementation of a package of measures to facilitate the employment of those who completed university academic programmes in 2020, including employment by higher education academic institutions and scientific organisations.
