Instructions following meeting on education system during novel coronavirus spread

Vladimir Putin approved a list of instructions following the meeting on developments in the education system during the spread of the novel coronavirus.

The Russian Government has been instructed to allocate funds from the federal budget to support federal educational institutions and scientific and healthcare organisations in 2020; to provide university students with the right to raise their qualifications at no cost; to increase admission numbers to Bachelor and other specialist programmes with the funds from the federal budget.

The Russian Government, along with the Bank of Russia, has been instructed to improve the terms of education loans, including lowering interest rates to 3 percent, extending the repayment term and increasing tax deductions for people paying for education loans with interest.

The Education Ministry, the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) and regional government bodies have been given instructions regarding the work of children’s summer recreational organisations, including in conditions of the spread of the novel coronavirus.

The Education Ministry and the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) have been instructed to hold the unified state exam.

The Education Ministry and the Ministry of Science and Higher Education have been instructed to develop proposals on improving education formats and methods with consideration for the experience in online teaching and remote education technologies while keeping in mind the priority of direct education at schools and universities.

The Ministry of Science and Higher Education and the Education Ministry, the Labour Ministry and the Agriculture Ministry, along with the Russian Student Squads national public organisation, have been instructed to hire students with pay in the summer of 2020, including when organising vacation and recreation time for children, in agriculture, in ICT and in engineering.

Rospotrebnadzor, the Education Ministry and regional executive bodies have been instructed to develop sanitary and epidemiologic rules for universities and other social facilities for children and youth during the spread of the coronavirus.
