The Government was instructed to review the issues related to increasing the scope of domestic software purchased and used by government bodies and organisations partially owned by the state in 2020 and 2021, and improving the regulatory framework to ensure the steady development as well as competitive performance of the organisations in the information and communications technologies industry, including based on leading international practices.
In particular, the Government received instructions to support purchasing and implementing Russian software by small and medium-sized businesses; to support the implementation of innovative software by medical organisations; to support information and communications start-ups; to provide data centres with preferential access to the electric energy market; and to ensure that all residential blocks of flats under construction, renovation or subject to major repair work are provided with broadband internet access infrastructure.
The Government was instructed to take action with regard to approving the Artificial Intelligence federal project and providing the necessary funding, including from the budget allocated for the Digital Economy of the Russian Federation National Programme.
The State Duma was recommended to facilitate, in cooperation with the Government, the adoption of a law on experimental legal framework in the field of digital innovation in the Russian Federation.
