The Government of the Russian Federation was instructed to study the possibility of presenting updated editions of the Constitution of the Russian Federation together with passports when they are issued to Russian citizens who have reached the age of 14 and to persons who have obtained Russian citizenship. The Government was also instructed to submit proposals on allocating federal budget transfers to regional budgets to level out conditions for providing people with subsidies to pay rent and housing and utility services.
Instructions to the Government also call for the streamlining of the submission process for applications for Russian citizenship by foreign citizens and the elimination of unjustified costs incurred by applicants.
The Government and the Presidential Executive Office were instructed to consider the matter of organising work to arrange regular events aimed at the preservation of historical memory and the study of the Constitution of the Russian Federation for students taught under secondary education and professional education curricula and to submit relevant proposals.
The Government and the Central Bank were instructed to stipulate additional measures of support for citizens who have lost their bank deposits.
The Government jointly with members of the working group to draft proposals on amending the Constitution were instructed to analyse requests on amending the Constitution of the Russian Federation that were not heeded during the drafting process and, if necessary, to submit proposals on amending the Russian Federation’s legislation accordingly.
