The Government of the Russian Federation has been instructed to ensure the implementation of a package of urgent measures to put in a safe state the facilities located in the town of Usolye-Sibirskoye in the Irkutsk Region, which have been exposed to pollution resulting from economic activities related to the output of chemical products. Specifically, the Government has been instructed to compile a list of works, stating their volume and cost; to set deadlines that will be indicated in the state contracts to be signed for the performance of the works; to ensure the appropriation of funds from the federal budget.
The Government has also been instructed to submit proposals on introducing legislative amendments envisaging the specifics of eliminating the accumulated environmental damage at the industrial infrastructure facilities slated for decommissioning.
Separate instructions related to the elimination of environmental damage in Usolye-Sibirskoye have been given to the Ministry of Natural Resources and Environment and the Rosatom State Corporation.
Apart from this, Russian Railways, along with the Government of the Irkutsk Region as well as scientific and environmental organisations, have been instructed to submit proposals on additional measures to protect the environment in the central environmental zone of the Baikal Natural Territory during the construction or reconstruction of infrastructure facilities needed to increase the throughput capacity of the Baikal-Amur and Trans-Siberian railways.
