The Government of the Russian Federation was instructed to organise expanded studies on decoding (sequencing) of genomes of agents of infectious diseases circulating in Russia and in the world, and provide for their funding.
The Government was also instructed to organise the analysis and assessment of the efficiency of the domestic vaccines for preventing the new coronavirus infection (COVID-19) as regards the new strains of the virus, as well as additional studies of the said vaccines, if necessary, and the introduction of amendments into their registration file.
In addition, the Government was instructed to ensure, with the participation of the Federal Security Service, the conduct of the experiment on using e-copies of documents issued by government bodies (including those made with mobile applications), and to determine a list of documents that can have e-copies and a list of cases in which their use is allowed, as well as the required security measures, including those on protecting people against the unlawful use of e-copies of documents.
The Government was instructed to analyse the spending by the regions of the federal budget funds allocated for the road industry in 2020.
One more instruction concerns the requirement to specify the norms for excises on Russia-produced petrol, diesel fuel and motor oils, which are payable as revenues to the federal budget, the assessment of the relevant additional budget revenues and the areas in which these funds will be spent, including for the programme of reconstruction and major repairs of bridges and other road facilities on roads of regional and local significance.
Instructions also concern the implementation of commercially justified projects on the construction and reconstruction of roads, including with the use of extra-budget funds, the money of the National Welfare Fund, and infrastructure bonds. The Government was also instructed to prioritise the road industry projects and programmes.
The Government was instructed to organise, in cooperation with government executive bodies in the regions, large-scale vaccination of the population of Russia for preventing the new coronavirus infection (COVID-19), and ensure the endorsement of the vaccination plan and, if need be, its additional funding.
The Presidential Executive Office was instructed to draft proposals on strategic priorities for the development of the transport industry, to be reviewed at a meeting of the State Council Presidium in the second half of 2021.
