The instructions to the Government of the Russian Federation concern, in particular, additional measures to increase the affordability of air travel on local itineraries in the Russian Far East for the population of the Far Eastern Federal District (outbound and return flights); increasing the quantity and the degree of processing for harvested aquatic and biological resources; additional support measures for delivering fish products from the Far Eastern Federal District to the European part of Russia in order to reduce the cost of such products for end consumers; measures to lower the disparity in electricity rates in the regions with the level of socioeconomic development below the national average; introducing a new port duty on coal shipped via sea ports in the Far Eastern Federal District, and using the revenue to support local small and medium-sized businesses in the tourism industry.
In addition to the above, the Government was instructed to analyse the results of the first stage of the Far Eastern Demographic Policy Concept until 2025, approved by the Government in July 2017. Based on the analysis, measures and target indicators for the second stage of its implementation are to be updated.
The Government was also instructed to cooperate with partially government-owned companies on building, launching (until 2025) and operating research and social infrastructure for the Innovative Scientific and Technological Centre on Russky Island.
Instructions to the Government also concern developing additional measures of government support for building an inter-regional and regional route network for an airline primarily involved in passenger and cargo operations in the Far Eastern Federal District, with priority given to Russian aircraft.
The instructions to the Government and the government bodies of the Russian regions that are part of the Far Eastern Federal District concern developing a regional healthcare system, boosting supply on the primary housing market and developing measures to reduce the gap in prices of essential agricultural products and food in the Far Eastern Federal District as opposed to the national average prices.
The Government and the government bodies of the Russian regions were instructed to ensure the implementation of individual socioeconomic development programmes for the regions with a development level below the national average, and accomplishing specific target results in the form of advanced growth of real personal incomes and that of capital investment.
