To ensure the safety of citizens and to comply with the principles of humanity in the treatment of animals, the Russian Government and regional executive bodies have been instructed to introduce amendments to the laws dealing, in particular, with the specifics of the possession and control of stray animals by organisations and municipalities, including to establish appropriate liability; the registration of pets and the monitoring of animal populations without owners; the regulation of activities for keeping and breeding domestic and wild animals; and the introduction of a system for responding to citizens’ reports about harm to their life and health caused by animals or about the threat of such harm.
The Government has also been instructed to improve the treatment of animals without owners, develop charity and volunteer activities in this sphere, as well as to draft and introduce corresponding education programmes.
The Russian Prosecutor General’s Office has been instructed to verify compliance of executive authorities at all levels and of organisations with legal requirements on the responsible treatment of animals.
