Instructions to the Government of the Russian Federation and the Kemerovo Region – Kuzbass Government concern funding the activities that are included in the Kemerovo Region – Kuzbass socioeconomic development programme through to 2024; completion of a dam renovation project on the Tom River in 2021; construction of a road bypassing the city of Kemerovo in 2021; and creation of at least 40,000 new jobs in the Kemerovo Region – Kuzbass by 2026 in sectors unrelated to coal mining.
In conjunction with the State Duma, the Government of the Russian Federation was instructed to submit, before the end of 2021, legislative amendments concerning extension of the life span of priority social and economic development areas in the Kemerovo Region – Kuzbass until 2030, the status of residents in such areas, as well as the possibility of concluding agreements on the amounts of eastward coal exports between Russian Railways and coal mining companies for a period of up to three years.
With the participation of the State Council commissions, the Government of the Russian Federation was instructed to submit proposals on amending legislation concerning provision to the organisations that have concluded contracts with Russian Railways for the construction, renovation, maintenance or major repairs of the Baikal-Amur and Trans-Siberian railway infrastructure, the right to use subsoil land in areas adjacent to these transport lines for the extraction of minerals for the duration of these contracts provided the extracted minerals are used for performing the above works.
In addition, the Government was instructed to submit proposals for upgrading Kemerovo International Airport, as well as for increasing the volume of coal exports, including in the eastern direction, from the regions that are part of the Far Eastern and Siberian federal districts, taking into account the expanded volume and throughput capacity of the rail infrastructure.
Upon agreement with the Ministry of Economic Development, and in order to diversify the regional economy, the Government of the Kemerovo Region – Kuzbass was instructed to conclude, with coal mining organisations, agreements on investments in Kemerovo Region – Kuzbass industries that are not related to coal mining, energy, housing and utilities or the social sphere.
