The instructions to the Government of the Russian Federation, together with the State Council Commission on Education, concern the inclusion in the 2022–2026 school renovation programme of measures to supply the renovated schools with furniture and equipment with co-financing from the federal budget, and the introduction of the position of advisors to heads of school for educational work and liaison with children's public associations.
The instructions also relate, in particular, to information coverage of the Teacher of the Year national contest, including launching a television show on one of the nationwide public channels; amendments to legislation providing for the exclusive use of state information systems (resources) for the delivery of the main secondary vocational education programmes that involve e-learning and remote participation technologies; and several matters related to construction and renovation of educational institutions.
Furthermore, the Government and the State Council Commission on Education were instructed to consider removing the “educational service” concept from laws on education and introducing state regulation of information products for children circulated on the internet.
Instructions to the Ministry of Education, jointly with regional executive authorities, concern, in particular, the organisation of extracurricular activities and involvement of schoolchildren in school councils and other associations; inclusive education and involvement of students with disabilities, orphans and children left without parental care in school Olympiads, other academic and artistic competitions, fitness and sports events; improving the system of remuneration for teachers involving the introduction of a national system for teachers’ professional growth; holding nationwide drama, sports and technology competitions for students; establishing multifunctional education centres in rural areas and small towns that would include a general school, fitness, sports, culture and entertainment infrastructure, a public services centre, a library and other community facilities.
Instructions to the Ministry of Science and Higher Education and the Ministry of Education concern staffing educational institutions with special-needs experts, speech therapists and tutors; and organising educational trajectories for students with disabilities and special needs.
Separate instructions were issued to the Federal Service for Supervision in Education and Science, also involving the Ministry of Education and regional executive authorities, as well as to the Federal Service for the Oversight of Consumer Protection and Welfare.
Recommendations to the regional authorities concern, in particular, vocational guidance for students to support an early and informed choice of their future educational and professional trajectories, taking into account priority and promising development areas for the region’s economy and social sphere, as well as measures to equip educational centres with modern means of teaching and education, and continuing professional education of teaching staff.
