The Government of the Russian Federation was instructed to approve the concept for the development of youth sports in Russia until 2030 and a plan of measures for its implementation. It should indicate the sources of funding for these measures, designate targets and plan additional efforts to direct the educational system towards supporting the individual potential of each child through physical education and development.
Instructions to the Government concern, in part, the institution of the Presidential Cup to be awarded to general education schools that win the Presidential Contests national sports competitions for schoolchildren, and the Presidential Sports Games national sports games for schoolchildren. The Government should provide these schools with presidential grants for developing their sports facilities and incentivising teachers, as well as for holding the annual national contest of professional skills among teachers working in additional programmes for physical fitness and sport.
In addition, instructions to the Government concern measures to create the necessary conditions for training in Russia of national sports teams in all Olympic and Paralympic sports and athletic disciplines, to develop federal sports training centres, upgrade their infrastructure and establish such a centre in the Far East.
There are a number of instructions that the Government will be fulfilling in cooperation with regional executive government bodies. Thus, they should include in the programme on major repairs in 2022–2026 measures to install modern sports equipment and gear in gyms and other sports facilities in repaired buildings. These instructions also concern the status and performance of centres for early childhood physical education, and the need to make sports facilities in general education schools more accessible for children, large families and other categories of the population.
A number of instructions to the Government and regional executive government bodies should be carried out with the participation of the National Swimming Federation. They concern the development of a programme for teaching all children to swim as a vital life skill.
The Government, the Russian Olympic Committee and the Russian Paralympic Committee were instructed to draft and implement jointly a package of measures to improve the training of national sports teams and take additional measures to ensure the successful performance of Russian athletes at the 24th Olympic Winter Games and the 13th Paralympic Winter Games in Beijing.
The Government of the Russian Federation and the authorities of Primorye Territory were instructed to oversee the preparations for and holding of the Children of Asia Seventh International Sports Games in Vladivostok in 2022.
The Government of the Russian Federation was instructed to oversee the holding of the Winter Olympics for the students of Russia at the facilities built for the 22nd Winter Olympics and the 11th Winter Paralympics of 2014 in Sochi. These instructions should be carried out in cooperation with the authorities of Krasnodar Territory, the Sirius Federal Territory and the Association of Olympic Winter Sports, with the participation of relevant organisations.
The Ministry of Sport was instructed to take measures, with the participation of relevant organisations, to restore the status of the RUSADA Russian Anti-Doping Agency and the membership of the Russian Track and Field Federation in the International Association of Athletics Federations (IAAF). It was also instructed to protect the rights and interests of Russian athletes involved in world sports.
The regional executive government bodies were advised to bring spending on physical fitness and sports to no less than 2 percent (of the total regional spending of the Russian Federation) by 2024, paying special attention to funding grassroots sports.
Recommendations to the executive government bodies of the regions provide for the drafting of regional programmes on the development of youth sports with the participation of local self-government bodies. These programmes could include the formation of school leagues for different sports, material incentives for physical education teachers and improved facilities and resources for sports schools. They could also involve the participation of managing companies of multi-unit residential buildings in upgrading and using nearby sports facilities and fitting them out with modern sports equipment and gear.
The Presidential Executive Office was instructed to submit proposals on conferring state awards on citizens of the Russian Federation and foreign nationals who made a significant contribution to the training of Russian athletes that performed well at the 32nd Olympics and 16th Summer Paralympics in Tokyo in 2020.
The Presidential Executive Office was instructed to work with the Government of the Russian Federation and Sverdlovsk Region authorities to coordinate the preparations for and holding of a meeting of the Presidential Council for the Development of Physical Culture and Sport. The participants should discuss the continued development of popular sports and preparations for the 32nd Summer World University Games in Yekaterinburg in 2023.
