In planning the federal budget for the next fiscal year and the planning period (within the targeted expenditure item), the Government of the Russian Federation was instructed to make provisions in the budget for the implementation of the Federal Scientific and Technical Programme for Agricultural Development in 2017–2030, including the necessary expenses in all areas.
The Government was instructed to take measures to encourage agricultural producers to use the results of implementing the afore-mentioned programme and to provide information support for the programme with a view to expanding the marketing of products produced during programme implementation.
To implement Russia’s Food Security Doctrine, the Government was instructed to determine a list of priority crops and farm animals, as well as annual planning figures for the country’s self-sufficiency in the domestic selection of seeds for every crop and for domestic pedigree stock for every farm animal (through to 2030)
Instructions also concern the development of a modern system to educate scientific and pedagogical specialists in agriculture and to promote cooperation between research and education institutions and agricultural producers.
The Government was also instructed to take measures to reduce the risks of losing the initial genetic material of priority crops and animals and decrease domestic agro-industrial complex dependence on imported seeds and pedigree stock.
In addition, the Government was instructed to present proposals on additional support for domestic selection, seed breeding and agriculture production for individual crops and animals that are of key importance for ensuring food security of the Russian Federation.
