The Government of the Russian Federation has been instructed to submit proposals on providing, starting in 2022, medicines, medical and rehabilitation equipment and medical care to patients supported by the Circle of Kindness Foundation for children with severe, life-threatening and chronic diseases after they reach the age of 18 and gradually increasing the age of such patients.
The Government has also been instructed to ensure, from 2022 to 2025, the implementation of a comprehensive programme for the renovation and restoration of cultural heritage sites (historical and cultural landmarks) of the peoples of Russia, structures and engineering infrastructure facilities that are part of the Heroes of the Battle of Stalingrad Memorial on Mamayev Kurgan and the Battle of Stalingrad State Panorama Museum memorial architectural complex.
The instructions for the Government include, in particular, increasing large industrial companies’ contributions to housing construction and social infrastructure projects in regions where they have a presence; further developing the communications infrastructure in the Republic of Crimea and the city of federal importance Sevastopol; stabilising coal prices and ensuring uninterrupted supply to heat energy producers and consumers.
As part of the Year of the Cultural Heritage of the Peoples of Russia project, the Government, together with the Presidential Council for Interethnic Relations and the Presidential Council for Culture and Art, has been instructed to develop and take measures to implement constitutional guarantees for the preservation of the ethnic and cultural diversity of the peoples of Russia, as well as to provide additional support to folk artists and craftsmen on a regular basis.
The Government of the Russian Federation and Gazprom have been instructed to consider the possibility of accelerated implementation of gas supply projects for all communities located on the territory of the Republic of Daghestan. The Government of the Russian Federation, Gazprom, RusHydro and Rosseti have also been instructed to consider raising additional investments to modernise and develop the energy sector in the Republic of Daghestan.
Separate instructions have been given to the Government, Russian Railways and regional executive authorities. In particular, these instructions relate to the development of railway passenger service between the cities of the Republic of Mari El and adjacent regions; building a new Republican Clinical Infectious Diseases Hospital in Ulan-Ude (Buryatia); establishing a national research centre in Volgograd for the development and production of exoprostheses for the medical rehabilitation of patients with disabilities and musculoskeletal disorders.
The Healthcare Ministry and regional executive authorities have been instructed to conduct an awareness raising campaign for citizens who have recovered from COVID-19 to have a complete physical examination.
The Ministry of Justice and the Prosecutor General's Office have been instructed to analyse the practice of applying penitentiary laws and, if necessary, prepare proposals aimed at preventing the use of illegal methods of influence against persons in custody or sentenced to imprisonment.
Separate recommendations to correct the violations and flaws mentioned by news conference participants have been given to the Government of the Republic of Buryatia, the Government and the Head of the Republic of Daghestan.
