The Government of the Russian Federation was instructed to approve a package of measures aimed at meeting the demand for professionals in the field of genetic technology up to 2030 and to ensure its implementation.
In addition, the Government was instructed to ensure the coordination of state support measures for the developers and manufacturers of domestic equipment that makes it possible to conduct world class research in genetic technology, as well as the expendable materials needed for it, and to improve the mechanisms of state support for such producers.
The instructions to the Government include the introduction of amendments to the legislation that provide for the development of procedures for creating, storing, and using collections of genetic materials and the activities of bioresource centres. The Government was also instructed to amend the Tax Code to provide tax benefits to organisations that are technological partners in the Federal Scientific and Technological Programme for the Development of Genetic Technologies in 2019–2027.
The Government was instructed to study, in cooperation with the Eurasian Economic Union (EAEU) members, the need to introduce amendments to EAEU regulations concerning an expedited procedure for registering innovative medications.
The Government of the Russian Federation, in cooperation with the Kurchatov Institute National Research Centre, was instructed to study the introduction of amendments to legislation with a view to improving the National Genetic Information Base, including the introduction of mandatory requirements for transferring (depositing) genetic data into it.
Instructions to the Government, and to the council for implementing the Federal Scientific and Technological Programnme for the Development of Genetic Technologies in 2019–2027, concern extending this programme to 2030 and the creation of a mechanism for the prompt introduction of the applied results of genetic technologies into industrial production.
