The Government was instructed to submit, in due order, draft presidential executive orders on dealing with the aftereffects of wildfires in the Krasnoyarsk Territory, the Irkutsk Region, and the Kemerovo Region-Kuzbass, as well as the Kurgan, Novosibirsk and Omsk regions, and on measures to reduce the area of potential wildfires.
The instructions for the Government also include criteria for declaring a state of emergency on the forests impacted by wildfires; allocating funds from the federal budget starting in 2023 to ensure swift response to such emergencies; implementing forest protection and reforestation measures as provided for by the Forest Preservation federal project which is part of the Ecology national project in 2025–2030.
In conjunction with the State Duma, the Government was instructed to ensure amending legislation concerning the creation of a federal reserve of forces and means for aerial efforts to protect forests from fires; establishing an obligation by land owners, land users and tenants using land for farming, to participate in wildfire extinguishing efforts on these lands; introduction in the regions of a ban on spring hunting in the event of the threat of wildfires in the forests.
The Government and the Head of the Republic of Sakha (Yakutia) were instructed to conduct a precipitation enhancement experiment in order to prevent wildfires.
