The Government of the Russian Federation was instructed to introduce several legislative amendments. These amendments are aimed at reducing the number of land plots with undefined borders, the number of buildings, structures, premises and parking spaces that are used de facto by individuals and legal entities without registering the rights in the Unified State Register of Real Estate. The amendments are also aimed at reducing the number of cases where government or municipal land is used without legal grounds.
Senior officials of the regions of the Russian Federation were advised to complete by January 1, 2027 the work on delineating the borders of municipal entities, inhabited localities and territorial zones and submit this information to the Unified Register of Real Estate. The governors were also advised to set aside funds in regional budgets to finance (co-finance) activities under the National Spatial Data System state programme, including comprehensive cadastral and cartographic work.
