The Government of the Russian Federation was instructed to oversee the process of amending legislation to provide full state funding for the production and distribution of national feature films for children and young people.
The Government was also instructed to oversee, starting in the 2023–2024 academic year, the establishment of the position of director’s advisor on child development and interaction with children’s public associations in all professional educational institutions of the Russian Federation.
The Government of the Russian Federation was instructed to analyse, in cooperation with regional executive government bodies, strategic planning documents and legal regulations at the federal and regional level regarding issues of patriotic, spiritual and moral development and amend them to harmonise and unify the concepts of “spiritual and moral values” and “spiritual and moral development.”
The Government of the Russian Federation was instructed to present, in cooperation with the regional executive government bodies, proposals to support the national public-and-state movement of children and young people, including the formation of its material and technical foundation. Additional instructions concerned classifying recreational and health-focused organisations for children, as well as organisations involved in additional education, culture and sports that cooperate with the aforementioned movement.
The Government of the Russian Federation was instructed to oversee, with the participation of the Internet Development Institute, the organisation of new formats for digital and multimedia content production, aimed at the patriotic, spiritual and moral development of children and young people. The Government should allocate 3.9 billion rubles from the federal budget every year, starting in 2023, for these purposes.
The instructions to the Government of the Russian Federation with the participation of the Russian Znaniye (Knowledge) Society concern the need to improve the skills and training of university pedagogues to better prepare them to work with young people.
The Ministry of Education was instructed to oversee the development of a harmonised approach to the teaching of local history under the main educational programmes for primary, basic and secondary general education jointly with regional executive government bodies and with the participation of the Russian Historical Society and the Russian Military Historical Society.
Instructions to the Ministry of Culture concern the organisation of regular budget-funded field trips for students of primary, basic and secondary general education schools to watch feature films, documentaries, popular science and educational films and animated films to support well-rounded development on the foundation of traditional Russian spiritual and moral values.
