For the purposes of providing targeted support to participants in the special military operation and their family members, family members of the fallen participants in the special military operation, including in the context of providing them with measures of social support, medical or psychological assistance, rehabilitation, long-term home care, assistance with getting employment and education, the Government of the Russian Federation, together with regional executive authorities and with the participation of the State Council Commission on Social Policy, have been instructed to ensure the creation of a state fund to support the participants in the special military operation and the functioning of its structural subdivisions in all constituent entities of the Russian Federation.
Instructions to the Government also concern, in particular, the implementation of investment projects to manufacture priority industrial products; purchase of vehicles fitted out with equipment needed for preventive medical examinations, primarily of residents in small towns and rural communities; granting the right to receive maternity capital to citizens of the Russian Federation living in the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporozhye and Kherson regions, and extending additional infrastructure budget or specialised treasury loans for upgrading public passenger transport in small towns and rural communities.
Instructions to the Government concern measures of support in case of purchasing Russian high-tech equipment; upgrading the teaching of humanitarian disciplines; raising the minimum wage by 10 percent from January 1, 2024; and providing employees of defence sector enterprises with rented accommodations on preferential terms.
Apart from that, the instructions to the Government provide for training until 2028 of no less than one million skilled workers and professionals for economic sectors of key importance for national security, sovereignty and competitiveness, and allocating annually, between 2023 and 2025, additional funds from the federal budget to grant state housing certificates to young scientists.
Instructions to the Government, together with the Presidential Executive Office and the Russian Popular Front, concern amendments to Russian laws as regards the improvement of the system of higher education levels.
The Government of the Russian Federation, together with regional executive authorities, have been instructed to consider the issue of providing financial support for additional increase of the minimum wage from January 1, 2024, and to draft a list of unauthorised waste disposal sites and accumulated environmental damage facilities to be eliminated after 2024, and to envisage the necessary funding.
Separate instructions have been issued to the Government of the Russian Federation, together with the Bank of Russia and the State Council Commission on Economy and Finance.
The Government of the Russian Federation, together with the Federal Assembly chambers, the Supreme Court, the Prosecutor General’s Office, the Investigative Committee, and the Interior Ministry, with the participation of leading business associations have been instructed to introduce amendments to laws aimed at decriminalising acts committed in connection with conducting business.
The Government of the Russian Federation, together with the Federal Assembly chambers and with the participation of leading business associations, have been instructed to draft and approve a plan of additional measures to accelerate the transfer of business assets, primarily in the key economic sectors and branches, to Russian jurisdiction.
The Government of the Russian Federation, together with executive authorities of the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporozhye and Kherson regions, have been instructed to take additional measures to overhaul, rebuild and provide with the necessary equipment cultural institutions in the abovementioned constituent entities of the Russian Federation.
Instructions to the Presidential Executive Office, together with the Government of the Russian Federation, concern the creation of support tools for the best municipal managerial teams and their practices, popularising the municipal service, and improving the potential of personnel, including with the use of digital technology.
The Defence Ministry, the Russian National Guard, the Emergencies Ministry, the Federal Security Service, the Federal Guard Service, and the Interior Ministry have been instructed to grant service personnel and members of volunteer units participating in the special military operation leave of absence of no less than 14 days at least once every six months, not counting the time spent en route to and from the destination where the period of leave is to be spent.
It has been recommended to the Russian Popular Front to monitor the implementation of this list of instructions.
