The Government has been given a series of instructions concerning, among other things, the comprehensive socioeconomic development of urban areas; the creation of an innovative science and technology centre on Russky Island by 2030; the creation of a synchrotron radiation source, and the second phase of the Far Eastern Federal University campus; the creation of an information system for overseeing the implementation of master plans for the development of cities in the Russian Far East on the basis of the Federal Situational Centre for Electronic Government federal state information system; enhancing the effectiveness of engineering protection of territories and sites from the impact of water in the Far Eastern Federal District; and the inclusion of the automobile checkpoint Kani-Kurgan, pedestrian checkpoint Blagoveshchensk-1, and air checkpoint Blagoveshchensk, all of which are located in the Amur Region, onto the list of checkpoints across the state border of the Russian Federation through which foreign citizens with a single electronic visa can enter and leave the Russian Federation.
In conjunction with the State Duma and for the purpose of ensuring sustainable socioeconomic development and comprehensive renovation of communities, the Government has been instructed to ensure the integration of master plans for urban development into the national legislation on urban planning.
In conjunction with the Federal Security Service, the Government was instructed to review the renovation and resumption of operation of the Pashkovo mixed freight/passenger permanent multilateral checkpoint at the state border of the Russian Federation located in the Jewish Autonomous Area.
The Government has also received a number of instructions to be carried out in conjunction with the executive bodies of the Republic of Sakha (Yakutia), the Trans-Baikal, Primorye and Khabarovsk territories, the Amur Region and the Jewish Autonomous Area.
In particular, the instructions to the Government in conjunction with the executive authorities of Primorye Territory concern the creation of an international trade cluster in the Ussuriysk Urban District and the construction of an Expo Centre as well as the creation of tourist infrastructure. The instructions also encourage the authorities to review the feasibility of creating a technology park in the Ussuriysk Urban District in cooperation with the countries of the Asia-Pacific region and the Republic of Belarus in order to accommodate on the grounds of the technology park organisations manufacturing products that are used in agriculture and companies processing agricultural products.
Instructions to the Government and Rosatom State Corporation with the participation of the executive authorities of the stakeholder constituent entities concern the formation of a single sea transport corridor for transporting cargo between seaports located in the Northwestern and the Far Eastern federal districts, as well as for the transit of export cargo along the Northern Sea Route.
In conjunction with the Russian Academy of Sciences and the executive authorities of the Primorye Territory, the Government has been instructed to develop a schedule (roadmap) for creating specially protected natural areas on the Muravyov-Amursky Peninsula and Russky Island and building tourist infrastructure.
A number of instructions have been issued to the Government in conjunction with the executive authorities of the stakeholder constituent entities and Russian Railways, the Defence Ministry, the state development corporation VEB.RF, Gazprom, Federal Hydrogeneration Company – RusHydro, Oil Company Rosneft, and Independent Oil and Gas Company.
Instructions to the Government in conjunction with the executive authorities of the Amur Region, the Roscongress Foundation, and stakeholder organisations concern the creation of a centre for Russian-Chinese business cooperation of federal importance in Blagoveshchensk by 2026, including a conference and exhibition centre, a hotel, and a business centre.
The instructions to the Defence Ministry concern the transfer of a number of land plots to the constituent entities.
In addition, the Defence Ministry, with the participation of the Ministry of Education and the Ministry of Culture, has been instructed to ensure the transfer of samples of military equipment to form a display in Patriot Park in the city of Birobidzhan in 2025–2027.
Recommendations to Gazprom concern connecting several Far Eastern cities to the gas infrastructure, taking into account the implementation of the investment project to build the Eastern Main Gas Supply System.
