The instructions to the Government of the Russian Federation concern, in particular, a study of the situation with utility rates in the Novosibirsk Region, the sufficiency of social support measures in that region and measures needed to resolve corresponding problems, the expansion of the preferential mortgage programme in the Donetsk and Lugansk people's republics, and the Zaporozhye and Kherson regions, to include the secondary housing market, implementation of the County Doctor and County Paramedic programmes, and social guarantees and insurance benefits for volunteers operating in the above regions.
The instructions also concern the provision of benefits and payments, and issuance of documents to veterans of the special military operation and social guarantees for individuals serving in volunteer units.
In addition, the Government has been instructed to ensure the continuation and further funding of measures to combat cardiovascular diseases, provided for by the State Programme for the Development of Healthcare, and to submit proposals on further modernisation of primary care (based on the results of monitoring the key measures in this area taken in 2022–2023 and included in the relevant regional programmes).
The Government of the Russian Federation and the executive bodies of the regions in the Far Eastern Federal District have been instructed to submit proposals on increasing the number of air travel routes in the Far Eastern Federal District with fares subsidised from the federal budget.
The Government of the Russian Federation and the State Company Avtodor have been instructed to analyse the tolls on the M12 Vostok motorway from Moscow to Kazan and submit proposals on optimising the rates taking into account the demand from local residents and commercial organisations.
The Government of the Russian Federation and the Government of the Belgorod Region have been instructed to ensure the creation of a special economic zone in the region, that includes the town of Shebekino.
The Russian Popular Front received recommendations to analyse the citizens’ appeals received during the President’s news conference and send the resulting reports to the Presidential Executive Office, the Government of the Russian Federation, the federal executive authorities concerned, and top regional officials for consideration within their purview.
