The Government of the Russian Federation was instructed, subject to agreement with the Presidium of the Presidential Council for Science and Education, to draft and approve a comprehensive plan of measures on upgrading the quality of instruction in mathematics and natural sciences in the general education system. The plan should provide, in part, for better preparation of teachers of these subjects and the elimination of teacher shortages in state and municipal educational organisations.
Instructions for the Government also concern the support for manufacturers of scientific instruments and equipment, as well as their components and consumables of Russian origin; production and distribution of full-length feature films aimed at promoting the achievements of Russian science and raising the prestige of the academic career; and the expansion of a list of areas and higher education specialties that require a mandatory test in mathematics for admission.
Instructions to the Government, with the participation of the Commission for Scientific and Technological Development of the Russian Federation, concern measures of organisational, legal and regulatory, and methodological nature that are required for implementing the Scientific and Technological Development Strategy of the Russian Federation, and for increasing general costs for civilian R&D, making provision, starting in 2024, in the federal budget for additional allocations for these purposes.
Instructions to the Ministry of Industry and Trade, with participation of the Russian Federation Chamber of Commerce and Industry, concern legal and regulatory aspects of the production of scientific instruments and equipment, as well as their components and consumables in Russia.
The Russian Federation Commission for Scientific and Technological Development was instructed to submit, with due account for the provisions of the Scientific and Technological Development Strategy, for consideration by the Presidential Council for Science and Education, a draft list of priority areas for scientific and technical development and a draft list of the most important science-intensive technologies.
The Russian Union of Rectors national public organisation, with participation of the Russian Academy of Sciences and the Russian Academy of Education, was advised to prepare proposals on creating international rankings of the BRICS countries’ universities, to be submitted to the Organising Committee responsible for preparing and ensuring Russia’s BRICS chairmanship in 2024.
