The Government of the Russian Federation has been instructed to return to generating companies the revenues they did not receive during the period of tariff regulation (the formation of competitive market rates for electricity and capacity) in the Far Eastern Federal District; to analyse whether the production volume of primary energy equipment is sufficient to meet domestic demand and, if necessary, to increase this volume; to finance the development of electrical grid infrastructure during the implementation of capital-intensive investment projects in the Far Eastern Federal District; to allocate funds from the federal budget for measures to improve the reliability of electrical grid facilities across the constituent entities of the Russian Federation.
The Government of the Russian Federation has been instructed to analyse the requirements for air traffic management, taking into account the location of runways, landing pads, and other airfield infrastructure facilities, while also taking into account the technical characteristics of aircraft, and, if necessary, to take measures to eliminate excessive requirements (while absolutely ensuring the safety of air transportation).
The Government and executive authorities of the constituent entities that are part of the Far Eastern Federal District have been instructed to submit proposals that will enable all constituent entities in the Far Eastern Federal District to achieve the targets pertaining to the share of road network of urban agglomerations that are in standards-compliant condition, and pertaining to the share of regional and intermunicipal roads that meet regulatory requirements, as specified in the Safe and Quality Roads national project, as well as proposals on bringing the motorways leading to border checkpoints of the Russian Federation up to regulatory standards, in an expedited manner.
The Government of the Russian Federation and the executive authorities of the Primorye Territory have been instructed to consider organising a concession for the construction project of the Vladivostok-Nakhodka motorway.
The Government of the Russian Federation and the executive authorities of the Republic of Sakha (Yakutia) have been instructed to expedite the allocation of funds from the federal budget to finance the construction of a bridge across the Lena River, and to finance measures to reduce accidents in the electrical grid complex of the republic.
The Government of the Russian Federation and the executive authorities of the Republic of Buryatia have been instructed to consider extending the period of gradual liberalisation of wholesale prices for electric power (capacity) for consumers in Buryatia.
The Government of the Russian Federation and Russian Railways have been instructed to develop a methodology for calculating the carrying capacity of the Baikal-Amur and the Trans-Siberian railways, determining specific volumes of cargo transported using this infrastructure, and the number of train-pairs on major routes. The instructions also relate to increasing the volume of cargo transportation in the Eastern Operating Domain and establishing long-term contracts with manufacturers for the supply of railway rolling stock and traction equipment, with a special focus on the execution of three-year fixed contracts.
The Government, the System Operator of the Unified Energy Grid, the RusHydro Federal Generating Company, and the executive authorities of the constituent entities of the Far Eastern Federal District have been instructed to develop a programme to enhance the reliability of generating facilities in the Far Eastern Federal District.
The Government and several interested organisations have been instructed to determine the sources of funding for the development of the electric power industry in the Far Eastern Federal District until 2050 while developing the respective programme.
Separate recommendations have been given to RusHydro, Russia’s Federal Anti-Monopoly Service, the Ministry of Industry and Trade, the Ministry of Energy, and Gazprom.
Rosatom State Corporation was recommended to consider commissioning units of the Khabarovskaya and (or) Primoryskaya nuclear power plants by 2032.
