The Government of the Russian Federation has been instructed, while developing and implementing national and federal projects, to ensure the distribution of inter-budgetary transfers between the regions of the Russian Federation that are part of the Far Eastern Federal District (FEFD), taking into account the proportion of the population in these regions relative to the total population of Russia.
The instructions to the Government concern, among other things, the transfer of federally-owned plots of land and other real estate units needed to implement the urban development master plans in the FEFD to the ownership of the regions of the Russian Federation, and the specification of the methodology used to distribute equalisation transfers to the regions of the Russian Federation, in order to consider the cost of freight deliveries to the regions of the Far North and equated localities.
Additionally, the Government has been instructed, while planning events to raise foreign citizens’ awareness of the Russian tourism potential as part of the National Tourist Attractiveness federal project and the Tourism and Hospitality Industry national project, to ensure the promotion of the Russian Far East’s tourism resources in foreign markets.
The Government of the Russian Federation, jointly with the Foreign Ministry, the Interior Ministry, and the Federal Security Service, has been instructed to consider the possibility of simplifying the issuance of e-visas for foreign citizens to enter the FEFD for tourist purposes.
The Maritime Board of the Russian Federation has been instructed to consider the possibility of increasing the number of port calls by foreign tourist ships to seaports in the FEFD.
The Government, jointly with the Bank of Russia and Sberbank of Russia, has been instructed to submit proposals on reducing the cost of bank loans taken out to implement investment projects with a sufficient level of economic efficacy for the purpose of developing the Arctic zone of Russia and the regions of the Russian Federation that are part of the FEFD, considering, among other things, the expediency of issuing specialised Arctic and Far Eastern bonds in the form of digital financial assets.
The Government, jointly with Russian Railways, has been instructed to submit proposals on increasing the volume of container carriage by rail from the FEFD towards the West Siberian Railway and regions in Central Russia.
The Ministry for the Development of the Russian Far East and the Arctic has been instructed to ensure the holding of the annual Far East – the Land of Adventure National Amateur Travel Video competition, which will include videos filmed in the Arctic zone of Russia as well as the showing of videos made by competition finalists and winners on federal TV channels, as well as on media screens at airports, rail terminals, and through the multimedia entertainment systems on board aircraft and railway trains.
