The Government of the Russian Federation, in conjunction with the State Duma, is instructed to ensure legislative amendments to enhance the governance framework in the field of physical culture and sport at federal, regional, and municipal levels. This is intended to unify the activities of entities engaged in physical culture and sport within Russia.
The amendments shall also address the regulation of relations pertinent to the development of sports that significantly and comprehensively contribute to the advancement of physical culture and sport and possess substantial growth potential; the progressive increase of targeted allocations from gambling proceeds remitted by gambling organisers at betting offices; and the regulation of relations associated with facilitating Russian citizens' free participation in official athletic and sporting events.
The Government is tasked with ensuring the establishment and functionality of a national sports centre based on the Federal Science Centre for Physical Culture and Sport. This includes the centre engaging in analytical activities in physical culture and sport, youth sport included, and providing research and methodological support for the training of national teams. The centre is also to interact with the Russian Academy of Sciences, the Federal Medical-Biological Agency of Russia (FMBA), and leading research, educational and sports organisations. Furthermore, allocations from the federal budget from 2025 onwards are to be secured to finance the establishment and operation of this national sports centre.
The Government, alongside the State Council Commission on Physical Culture and Sport, is instructed to amend the comprehensive State Programme for the Development of Physical Culture and Sport of the Russian Federation. This amendment shall incorporate measures for developing adaptive physical culture and adaptive sports; evaluate the proportion of persons with disabilities regularly engaging in physical culture and sport compared to the total number in this category without contraindications for physical activity; and introduce an indicator reflecting the progress of projects in physical culture and sports using public-private partnership mechanisms.
The Government of the Russian Federation, in collaboration with the executive bodies of the constituent entities of the Russian Federation, is instructed to implement, beginning in 2025, the Rural Coach programme. This programme aims to recruit qualified coaches, instruction coordinators, sports instructors, and adaptive physical education instructors for rural areas and small towns; increase the proportion of domestic sports products in the overall procurement of sports products for state and municipal services; and stimulate demand for domestic sports products among non-state organisations involved in physical culture and sport.
Instructions to the Ministry of Sport, with contributions from the executive bodies of the constituent entities of the Russian Federation, the Russian Olympic Committee, the Russian Paralympic Committee, national sports federations, and physical culture and sports organisations, pertain to adopting measures to expand equitable multilateral international sports cooperation; promote universal values of physical culture and sport, especially among children and youth; and enhance opportunities for persons with disabilities, including those participating in the special military operation, to engage in mass sports.
Instructions to the Ministry of Sport, with the involvement of the Russian Ministry of Culture, the Federal Agency for State Property Management, and the Moscow City Government, concern the establishment of infrastructure for the State Sports Museum, funded by extra budgetary resources.
The Ministry of Defence is instructed to create conditions for athletes of the Donetsk People's Republic, the Lugansk People's Republic, and the Zaporozhye and Kherson Regions, listed as candidates for national teams in Olympic sports, to perform military service. This involves forming and deploying a military sports unit in the Donetsk People's Republic, with provisions for its temporary deployment in Moscow during the special military operation.
Instructions to the Russian Federal Agency address enhancing the efficacy of biomedical support for Russian athletes, including those in adaptive sports. This includes establishing a national centre for sports medicine based on the Federal Scientific and Clinical Centre for Sports Medicine and Rehabilitation of the Federal Medical-Biological Agency, and creating a federal health register for Russian athletes.
Recommendations to the executive authorities of the constituent entities of the Russian Federation include incorporating physical culture and recreation services (including services to teach children to swim and other basic life skills) into regional classifiers of state (municipal) services and works; increasing the involvement of non-governmental organisations engaged in physical culture and sport in these services; extending the practice of granting tax benefits to sports facility owners; and providing investment profit tax incentives to capital investors in the creation of sports facilities.
The Russian Popular Front is recommended to monitor the organisation of free participation by Russian citizens in official physical culture and sports events.
Instructions to the Presidential Executive Office, in collaboration with the Ministry of Sport and with participation from the Russian Olympic Committee, particularly relate to maintaining the autonomy of the Russian Olympic Committee's operations.
