The President resolved to approve in general the Government-proposed Key Indicators and Tasks for the National Development Goals of the Russian Federation until 2030, put forth at the meeting of the Presidential Council for Strategic Development and National Projects, assuming they will be finalised in accordance with this list of instructions.
The Government of the Russian Federation, together with the Bank of Russia and regional executive bodies, was instructed to ensure the achievement of the following key objectives while implementing the new national projects in 2025:
a) to ensure the implementation of new national projects, which will become a federal budget priority until 2030, starting on January 1, 2025;
b) to ensure the transition to a balanced growth model with a low unemployment rate and inflation maintained at a consistently low level, provided that structural imbalances in the Russian economy are avoided;
c) to implement a set of additional measures for the development of the supply-side economy, ensuring an increase in the national economy’s capacity;
d) to expedite the achievement of Russia’s technological independence in key areas and create enabling conditions for achieving the superiority of domestic technologies and products over their foreign analogues by making domestic technologies and products based on them globally competitive;
e) to ensure the development of Russia’s payment, insurance, logistics and financial market infrastructure, including for the purposes of consolidating the role of the Russian ruble in international payments by increasing the convenience of its use and reducing transaction costs;
f) to adopt and implement measures aimed at overcoming negative demographic trends and increasing the birth rate.
The Government was instructed to finalise and approve an integrated plan to achieve the national development goals of the Russian Federation through 2030 and for the future period until 2036.
A number of other instructions to the Government of the Russian Federation concern, in particular, the accelerated development of the unmanned aviation industry to achieve technological leadership in this domain, including personnel training and developing appropriate infrastructure in the regions; expanding the constellation of Russian spacecraft in geostationary orbit to ensure communications, television and radio broadcasting, while securing Russia’s orbital frequency resources and strategically important orbital positions; supplementing the national projects aimed at ensuring Russia’s technological leadership with target indicators that would reflect a comprehensive assessment of the level of the country’s technological sovereignty in priority sectors of the economy; aligning the steps taken as part of national projects aimed at ensuring technological leadership with Russia’s defence and security activity in priority sectors of the economy.
In addition, the instructions to the Government relate to the accelerated development of autonomous (smart) transport systems; ensuring federal funding for works performed under projects for the improvement of embankments, parks, squares and historical city centres, and other programmes to create modern urban environments; adjustment of key indicators and tasks that ensure the achievement of national development goals through 2030, as well as an integrated plan for achieving national development goals through 2030 and for the future period until 2036. The target indicators include boosting air mobility by at least 50 percent by 2030 compared to 2023, while increasing the share of domestically produced aircraft in Russian air carriers’ fleets to at least 50 percent by 2030. Other instructions concern expanding national projects by including measures to improve the raw material efficiency, a wider employment of secondary resources in construction and the production of building materials and opening the planned waste management plants that will combust municipal solid waste to generate electricity and heat.
A number of instructions were issued to the Government in cooperation with regional executive bodies, State Council commissions, the Russian Academy of Sciences, the VEB.RF State Development Corporation, and the Roscosmos State Corporation.
The Presidential Executive Office, together with the Government of the Russian Federation and regional executive bodies, was instructed to organise sociological surveys to measure the indicators that reflect the achievement of national development goals.
The Accounts Chamber was instructed to analyse the implementation of national projects from 2019 to 2024 and to send appropriate recommendations to the Government for planning the implementation of the new national projects.
The Russian Popular Front was instructed to ensure regular monitoring of the national projects’ implementation, as well as the use of citizen feedback to assess the effectiveness of these projects.
