For the purpose of creating and continuous functioning of a unified training system for engineering and technical personnel, as well as technology independence and technological leadership of Russia, the Government of the Russian Federation has been instructed to amend legislation to enshrine the Professionalitet programme as a form of organising educational activities under secondary vocational education curricula; to create governing councils of professional educational organisations; to allow university students studying in mathematical and natural sciences specialties, engineering, technology and technical sciences, who have additionally received a pedagogical qualification to conduct teaching. The amendments also provide for state support for educational loans only for training in professions, specialties, areas of training and scientific specialties that relate to the tasks of ensuring technology independence and technological leadership of Russia.
The Government has also been instructed, in particular, to calculate what additional personnel the Russian regions and economic sectors need to achieve national development goals set for the period up to 2030 and for the future up to 2036, such as the Technological Leadership national goal; identify the personnel needs of state corporations and leading enterprises engaged in the development and implementation of domestic products (technologies, solutions), including as part of national projects to ensure technological leadership; implement digital platform solutions for the development and placement of federal state educational standards and programmes, and other educational and methodological documentation.
The Government of the Russian Federation, together with state academies of sciences, leading educational and scientific organisations, key technology companies, and the Movement of the First, the Russian movement of children and youth, has been instructed to implement a comprehensive plan to improve the quality of mathematical and natural science education for the period up to 2030. They have also been instructed to annually determine the current and projected personnel needs of Russian regions for teachers of mathematics, physics, chemistry, and biology in accordance with the Strategy for Spatial Development of the Russian Federation to 2030 with a forecast to 2036.
The Government of the Russian Federation, with participation of regional authorities, state corporations and enterprises, has been instructed to advance training of working engineers and technical specialists, as well as teaching and research staff directly involved in the training of engineering and technical personnel.
The Government of the Russian Federation, together with the Defence Ministry and the Russian Popular Front, has been instructed to submit proposals to provide graduates who have mastered secondary vocational education programmes, including as part of the implementation of the Professionalitet federal project, with the opportunity for a special procedure for military service by conscription in order to preserve and develop their professional competencies.
The Russian Government, jointly with the Defenders of the Fatherland State Foundation for support of the participants in the special military operation, has been instructed to ensure that participants in the special military operation, discharged from military service and having qualifications and experience in engineering, technology and technical sciences, obtain employment at profession-oriented enterprises.
Instruction to the Government of the Russian Federation together with the Russian Academy of Sciences concerns the involvement of the Russian Academy of Sciences in developing textbooks for educational programmes of general elementary, general basic, and general secondary education.
The Government of the Russian Federation, together with top regional officials, has been instructed to support the Movement of the First in implementing a project aimed at engaging children and youth in science and scientific and technical creative activities.
The Government of the Russian Federation, together with State Corporation Rosatom, has been instructed, in particular, to promote and enhance the attractiveness of Russian engineering education in the sphere of nuclear energy and nuclear technology abroad with a view to implementing joint technological projects.
Top regional officials have been instructed to support and develop the Olympiad movement, discover and support talents, as well as train, support, and improve qualifications of math and natural science teachers.
The Talent and Success Educational Foundation has been recommended to integrate pre-school, elementary, and general basic education programmes and extracurricular programmes, including those that promote children’s interest in science and technical creativity, and make appropriate amendments to legislation if necessary.
The Russian Popular Front is recommended to carry out comprehensive monitoring of the system of general, secondary vocational and higher education in order to identify major problems in mathematics and natural science education.
