The Government of the Russian Federation, jointly with Russia – Land of Opportunity, has been instructed to ensure the involvement of finalists from projects and programmes implemented by Russia – Land of Opportunity in the measures under the national projects developed in accordance with Presidential Executive Order No. 309 dated May 7, 2024, On the National Development Goals of the Russian Federation up to 2030 and for the Future up to 2036.
In particular, the instructions include holding a competition to identify promising agricultural leaders who demonstrate outstanding leadership and management qualities; organising the CARDO International Competition and Prize for the Development of Street Culture and Sports, including its finals in 2025 and 2026; establishing an expert and methodological centre for developing technologies to work with management teams, based at the Senezh Management Workshop of the Russia – Land of Opportunity non-profit organisation; and creating a programme for the development of youth street culture and sports within the Russia – Land of Opportunity federal project, which is part of the Youth and Children national project.
Furthermore, the Government of the Russian Federation, jointly with Russia – Land of Opportunity and regional executive authorities, has been tasked with creating Centres of New Opportunities at institutions of higher and secondary vocational education during 2025–2026, including at the competence centres established under the Assessment and Development of Management Competencies in Russian Educational Organisations project, implemented by Russia – Land of Opportunity.
Another instruction to the Government of the Russian Federation, together with Russia – Land of Opportunity and the Talent and Success Educational Foundation, pertains to the implementation of a project aimed at identifying and supporting talented students in the secondary vocational education system. The focus will be on professions and specialties that contribute to ensuring technological independence and leadership of the Russian Federation.
Russia – Land of Opportunity has been instructed to establish cooperation with the Agency for Strategic Initiatives to Promote New Projects regarding mutual support for project activities.
Russia – Land of Opportunity, jointly with the Russian Presidential Academy of National Economy and Public Administration (RANEPA), has been instructed to develop a pre-competition training system for participants in the special military operation to prepare them for subsequent participation in projects and programmes organised by Russia – Land of Opportunity.
