The Russian Government has been instructed to ensure the adoption of legislative amendments providing, in particular, for the raising of the National Flag during official fitness events and sporting competitions, allowing organisations and individual entrepreneurs operating in the physical culture and sport sector to provide health and fitness services, and keeping a unified register of such organisation and individual entrepreneurs.
Instructions to the Government of the Russian Federation, in collaboration with the Federal Medical-Biological Agency, the National Centre for Sports Medicine, and leading research organisations, pertain to the development of comprehensive target indicators to track improvements in children’s health and physical development. Further instructions mandate the improvement of the nation’s Unified Sports Classification and the development of a model list and specifications for sports equipment used to outfit facilities for events and competitions.
A separate series of instructions concerns the keeping of a unified national register of coaches, containing details of their professional activities, qualifications, education, and achievements. The Government is also tasked with overseeing the operation and improvement of ski runs located on publicly owned (including municipal) land lots, and with incorporating a test for piloting unmanned aerial vehicles into the national GTO physical fitness testing programme. Furthermore, special conditions must be created to ensure that athletes on Russian national teams receive a high-quality education.
The Government has also been instructed to consider developing a personalised support programme for orphans and children without parental care who are engaged in sports. Additional considerations include improving the oversight mechanism for the distribution and expenditure of funds from the Russian Sport Fund and formulating a set of measures for the further development of children’s and youth sports across the country.
Additionally, the Government, jointly with the Federal Medical-Biological Agency and with the involvement of relevant State Council commissions, must develop and approve a Strategy for the Development of Sports Medicine to 2030, with a planning horizon extending to 2036.
Instructions to the Government, in cooperation with regional executive bodies, pertain, in particular, to analysing regional demand for educational institutions with boarding facilities that implement extracurricular sports training programmes; foster the creation of school sports clubs; and establish and hold annual School League competitions in the most popular and widespread sports across all Russian regions.
Specific instructions have also been issued to various ministries and agencies. These relate, in particular, to organising the Russian Congress of Physical Education Teachers and establishing a system of incentives for coaches who train high-class athletes, including recognition for an athlete’s very first coach.
The Presidential Executive Office, together with the Government and the State Council Commission on Physical Culture and Sport, has been instructed to prepare and hold a meeting of the Presidential Council for the Development of Physical Culture and Sport to discuss the development of a system of physical culture events and sports competitions.
