Instructions following the meeting on the development of autonomous systems

The President has approved a list of instructions following the meeting on the development of autonomous systems, which took place on January 16, 2026.

The instructions to the Government of the Russian Federation concern the accelerated deployment of autonomous systems across various sectors of the economy. These include highly automated vehicles and self-driving machinery, unmanned aerial systems, autonomous vessels, railway equipment and rolling stock, robots, as well as their associated control systems. In particular, these measures provide for the development of regulatory and legal frameworks, with the participation of the Interior Ministry, governing the production, circulation, and operation of autonomous systems, their certification procedures, and the expanded use of unmanned aerial systems for state control and supervisory functions. Where necessary, corresponding amendments to existing legislation may also be introduced.

The Government, in cooperation with interested organisations, has been instructed to develop a comprehensive set of communication solutions. These are to include satellite constellations, ground-based infrastructure, and onboard signal receiving and transmitting equipment used to control autonomous systems, monitor, track, identify, and position them, and ensure the required communication speed, bandwidth, and territorial coverage, with the capability of operating in real time. The feasibility of utilising different radio frequency bands is also to be considered.

The instructions also provide for measures to support the development and production of Russian autonomous systems and their components, including increasing the level of domestic production localisation and advancing national technological capabilities. They also call for the creation of a unified real-time system for monitoring and identifying autonomous systems, including through the use of the ERA-GLONASS State Automated Information System. In addition, the measures include establishing training and retraining programmes for specialists involved in the design, production, operation, and maintenance of autonomous systems; developing the necessary infrastructure for their operation; and creating research centres and testing facilities for the certification of autonomous systems.

The instructions to the Government, in cooperation with the National Technology Initiative Platform, concern the implementation, updating, and financing of activities outlined in the action plans (roadmaps) approved under the National Technology Initiative in the areas of AeroNet, AutoNet, and MariNet. They also provide for the pilot deployment of geospatial awareness services based on the integration of data from multiple multimedia sources using artificial intelligence algorithms.

The Government, in cooperation with the State Duma, has been instructed to ensure the adoption of the federal law On Highly Automated Vehicles and on Amendments to Certain Legislative Acts of the Russian Federation.

The Government, together with the Defenders of the Fatherland State Foundation to Support Participants in the Special Military Operation, and with the participation of the Ministry of Defence and the Presidential Executive Office, has been instructed to take measures to involve participants of the special military operation in the development, production, operation, and maintenance of autonomous systems.

The Government, together with the Ministry of Defence, the Federal Service for Military-Technical Cooperation, the Federal Service for Technical and Export Control, and with the participation of the Russian Export Centre, has been tasked with developing an effective export model for Russian products, technologies, software, and standards (including those related to education and infrastructure development) in the field of autonomous systems and services based on their use, with the aim of expanding the presence of Russian organisations in foreign markets.

The instruction to the Government, in cooperation with the Russian Academy of Sciences, concerns the establishment of a centre for the development of software and hardware technologies for autonomous systems. The centre is intended to address challenges related to the creation and support of a universal autonomous systems platform, including the development of core software solutions, as well as the organisation of training programmes for platform participants and specialists involved in its development and implementation.

The instruction to the Presidential Executive Office, with the participation of the Government, concerns enhancing the effectiveness of managing the development of autonomous systems by ensuring coordinated actions among federal and regional executive authorities, as well as interested organisations.
