Instructions following a meeting with Government members

Vladimir Putin approved a list of instructions following a meeting with Government members held on April 23, 2026.

The Government of the Russian Federation has been tasked with overseeing, through the Government Coordination Centre under the Prime Minister’s leadership, the resolution of key issues related to the comprehensive development of Russia’s Arctic zone and the Trans-Arctic Transport Corridor. The Government has also been instructed to expedite the completion of the draft Presidential executive order on the strategy for the development of the Russian Arctic zone and the protection of national security in the Arctic until 2035, with a planning horizon extending to 2050, and to submit the document for consideration by the Security Council of the Russian Federation.

The Government has also been instructed to submit proposals regarding the composition of the fleet required to support northern delivery operations, as well as the procedure for its formation.

In addition, the Government, together with the executive authorities of the Murmansk Region, Gazprom, and NOVATEK, has been tasked with overseeing the implementation of the Murmansk LNG project and the construction of the Volkhov–Murmansk gas pipeline through the Government Coordination Centre, focusing on the goal of putting it into service by 2030.

The instructions issued to the Government of the Russian Federation, in cooperation with the governments of the Murmansk Region and the Republic of Karelia, as well as Gazprom and NOVATEK, relate to the mechanism for establishing wholesale natural gas prices for consumers in these regions.

The Government, together with the executive authorities of the Murmansk Region and Federal Grid Company Rosseti, has also been instructed to ensure the reliable and uninterrupted operation of the region’s electric power grid, including, where necessary, the modernisation and reconstruction of grid infrastructure.

The Government of the Russian Federation, in cooperation with the Bank of Russia and Rosatom State Corporation, and with the participation of the VEB.RF state development corporation, has been instructed to secure the financing required – primarily from extra-budgetary sources – for the construction of the fifth and sixth Project 22220 nuclear-powered icebreakers and a multi-purpose nuclear maintenance vessel.

The Government of the Russian Federation, in cooperation with the Maritime Board and the State Council Commission on the Northern Sea Route and the Arctic, has been instructed to prepare a comprehensive development project for Russia’s Arctic zone and the Trans-Arctic Transport Corridor. The instructions also call for the establishment of international consortiums, based on mutually beneficial cooperation with friendly states, to support the development of ports, logistics hubs, transport infrastructure along the Trans-Arctic Transport Corridor, and other related facilities within the framework of the project. In addition, the Government is tasked with developing a financial, economic, and organisational model for the comprehensive development of Russia’s Arctic zone and the Trans-Arctic Transport Corridor. The comprehensive development project is to be submitted to the Presidential Council for Strategic Development and National Projects for consideration.

The Government of the Russian Federation, in cooperation with Rosatom, has been instructed to take all necessary measures to develop a financial, economic, and organisational model for the Trans-Arctic Transport Corridor, with the participation of the State Council Commission on the Northern Sea Route and the Arctic, as well as interested cargo shippers.

The Government, together with Rosatom and NOVATEK, has also been tasked with acquiring a dredging fleet in 2026 to carry out dredging operations in the waters of the Northern Sea Route.

In addition, the Government of the Russian Federation, in cooperation with the Federal Security Service, has been instructed to ensure the uninterrupted operation of critical services, including healthcare systems, the Unified Portal of State and Municipal Services, and payment systems, as well as uninterrupted public access to these services during periods when internet operations are restricted.
