The federal law aims to give political parties greater representation at the local government level. Mr Medvedev proposed these amendments in his Address to the Federal Assembly on November 30, 2010. The President proposed making the proportional representation or mixed member electoral systems compulsory for elections to city district and municipal representative assemblies composed of 20 members and above.

Dmitry Medvedev signed Federal Law On Amendments to Federal Law On Basic Guarantees of Electoral Rights and the Rights of the Citizens of the Russian Federation to Participate in a Referendum, and the Federal Law On Basic Principles of Local Self-Government in the Russian Federation in connection with the use of a proportional representation system in elections of representatives to municipal and city district representative assemblies.
