Under the Executive Order, the Foreign Ministry of the Russian Federation is the chief agency among the federal executive bodies with regard to relations with foreign states and international organisations.
The Foreign Ministry coordinates international activities of federal executive bodies, international contacts of federal constituent entities, and international efforts of organisations authorised to submit to the President or the Cabinet of the Russian Federation suggestions on signing, performing or terminating international treaties of the Russian Federation.
The Executive Order specifically establishes that only the President, Prime Minister, and Foreign Minister of the Russian Federation are authorised to make official statements and come up with initiatives on matters of Russia’s foreign policy, while all other officials can only do so on their instruction.
The Executive Order specifies the Foreign Ministry’s various functions and formats of its cooperation with federal and regional executive authorities.
