The Agreement was signed in Moscow on February 27, 1998 and aims to create the international law basis for reciprocal establishment and operation of cultural and information centres in each other’s countries. Under the Agreement, a Russian Centre for Science and Culture will open in Kiev, and a Ukrainian Cultural Centre will open in Moscow.
These centres’ establishment will help to preserve and develop the traditional cultural ties between the Russian and Ukrainian peoples and raise the level of public awareness about the political, economic and social processes in both countries.
