The Federal Law was designed to ensure applying international standards in implementing the Government Programme for Assuring the Safety of Civil Aircraft Flights.
The International Civil Aviation Organisation (ICAO)’s standards stipulate that the Government Programme for Assuring the Safety of Civil Aircraft Flights represents a management system requiring coordination of activities both between various government bodies and between legal entities and private entrepreneurs operating in the civil aviation sector.
The Federal Law therefore amends the Air Code of the Russian Federation to grant authority to the Government of the Russian Federation to establish procedures for developing and applying safety management systems for civil aircraft flights.
