The federal law regulates the legal relations arising from organising the 2018 FIFA Football World Cup and the 2017 FIFA Confederations Cup in Russia, and also defines the legal status and powers of the Russia 2018 Organising Committee and the regional organising committees.
The law also sets out special provisions on visas, migration control of foreign citizens and stateless persons, employment on Russian territory, guaranteeing security, carrying out currency operations and customs regulations, rules applying to public-use road and rail traffic, protection and use of FIFA property rights, advertising, trade and sales activity, use of sports competitions’ symbols and logos, ensuring fair competition, upgrading stadiums for holding sports events, urban development work, state environmental expert reports, land and housing relations, and use of protection forests.
The relevant amendments have been made to the federal laws On Environmental Expert Reports, On Buying and Selling Agricultural Land, and On Advertising, and also to the Tax Code and other Russian Federation statutes.
